Deeds record at the county recorder's office. Arizona does not use a deed of trust for land (no improvement = no mortgage in most cases), so the closing is typically straightforward.
Property taxes and delinquency: Arizona is a tax lien state. All 15 counties sell delinquent tax liens at annual auctions. Property owners have a three-year redemption period before the lienholder can petition the court for a treasurer's deed.
